Attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information.

This diploma thesis is focused on finding out the attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information. The main aim of this work is to examine these attitudes and try to find the causes of negative attitudes. At the same time, it is also secondary ambition to 1) analyze the applicability of the right to information in the context of small municipalities and 2) try to suggest possible measures that could reduce the negative attitudes of mayors of small municipalities to the right to information. In the diploma thesis, the mayors of small municipalities are viewed from the perspective of the theory of street-level bureaucracy, whose actions have a real impact on the implementation of public policies. At the same time, policy failure is a marginal concept, which looks at the law on free access to information as an example of a failure of public policies.
Discussion about Implementation of Direct Mayor Vote

The aim of the thesis is to analyse and assess discussions related to the implementation of the direct election of mayors, both in the Czech Republic and in selected European countries. The thesis compares the evolution and course of the discussions that precede the anchoring of direct election of mayors in five European countries, such as the United Kingdom of Great Britain and Northern Ireland, the Federal Republic of Germany, Italy, Croatia, and Belgium-Walloon. It is particularly focused on the central motives leading towards the launch of discussion, main arguments included in the discussion, key actors, and the levels of the discussion. The crucial part of the thesis is devoted to the analysis of the discussion of possible implementation of directly elected mayors in the Czech Republic. The emphasis is put on the identification of individual platforms of the Czech political scene that intervene into the discussion. The thesis also highlights the attitude of key political parties, interest groups, and mayors, towards the question of the direct election. Political aspects of local government – (non)stability of voting behavior of population of the town Volary

The thesis analyses the elections and electoral behaviour of the citizens of the town Volary in the period from 1996 to 2014. The behaviour of the voters was studied not only from the election results of the municipal elections but parliamentary elections as well. Several theoretical propositions, including the consistency of the voters' social status were verified. Moreover the work describes the differences of electoral behaviour based on the division into various socioeconomic groups in connection with the left and the right wing of the political spectre. Furthermore the work reviews the theory whether the local voters tend to the left or right values and deals with the stability or instability of their electoral behaviour.
Political Aspeckts of Local Government – Voting Behavior of Inhabitans of the Town Jičín

The main objective of this thesis is to analyze the voting behavior of the citizens of the city of Jičín. The theoretical part deals with local democracy, introduces the voting system or different researches of voting behavior. The mainstay of this thesis is the practical part consisting of case study, whose task is to analyze behavior of Jičín citizens. The author of this thesis determined four tasks. First one is the implementation of socioeconomic and demographic characteristics of Jičín, enabling to conclude the voting behavior of its citizens. The other task is the analysis of election results in 2006, 2010 and 2014. Further is analyzed the voter turnout in Jičín and political parties which participated in past years are introduced. The third task is the qualitative research in the form of interview with the Jičínský Demokratický Klub leader and city's councilor. In the last part is conducted quantitative research, which will enable to answer the questions, regarding election behavior of citizens of Jičín.
Political Aspects of Local Government. Elections and Voting Behaviour of the Residents of the Town Kopidlno

The thesis is conceived as a case study. The main goal is to verify the applicability of the theory of voting behaviour in a specific sample of municipality voters in the Czech Republic. The object of the research is to determine which factors influenced the decision of voters in the municipal elections for the Town Council of Kopidlno in 2010 and 2014. The theoretical part deals with a description of the basic concepts primarily related to democracy, with a specific emphasis on the local character. The theoretical perspective further concerns with the issues of elections including characteristics of different kinds of electoral systems and accessible theories of voting behaviour. The practical part primarily characterizes the town of Kopidlno in historical, demographic and political perspective. Further, the study focuses on the local political entities. The following chapters summarize and analyze the results of the municipal elections in 2002, 2006, 2010 and 2014. The final part summarizes the results obtained in an independent questionnaire survey used as a research tool to analyse voting behaviour of the residents of Kopidlno.
Local and Regional Party Systems in the District of Strakonice (Comparative Study)

The work searches for the main factors influencing local party systems in the District of Strakonice, it examines the rate of the political participation, the rate of the political plurality, the number of election parties and the ratio of the independents. Its secondary goal is exploring election change impacts from the year 2010. The political process was changed in 2010, the traditionally strongest parties were displaced by the new ones and the voters attitude to the political parties was changed too. The election change impacts influenced mainly the national politics, in the Parliament, where it changed the arrangement of the political powers. The work founded a similar change in the local level, it showed, that the main factor influencing the local party systems is the number of town inhabitants. According to the number of inhabitants it changes the local party systems and town reactions on the changes in the parliament politics.
Local Elections and Formation of Self-Administration in Skopytce (Case Study)

The Bachelor thesis on the topic of Local Elections and Formation of Self Administration captures the process of municipal elections and the post-election events in a selected village Skopytce. The thesis focuses primarily on municipal elections which took place in 2014. In the main part is an analysis of election results and voter turnout in 2014 and their comparison with the results of the elections in 2010. The thesis shows the problems of small communities with compiling lists of candidates, the post election cooperation between the elected representatives in relation to the establishment of self government. The thesis is trying to identify factors which influence the pre-election and post-election events in the village and tries to apply the classification of local models of democracy on the selected village.
Local Elections and Formation of Administration in Sobotka (Case Study)

The Bachelor thesis is a case study of the local elections in 2014 in the town of Sobotka. It captures the election process from the submission of lists of candidates after the constituent session. The theoretical part presents the system of the municipal self-government and elections to the local government considering these generally. The history of Sobotka, the development of its administration as well as its geographical, social and economical characteristics are described in the practical part of the paper. The main part analyses the lists of the candidates as well as the results of the elections. Furthermore, these outputs are compared to the outputs of the regional and national level. Finally, the negotiations after the elections and the formation of the self-government are dealt with.
Party system of Říčany Town

The thesis is focused on the research and analysis of the development of the local party system, particularly in Říčany, from 1994 to 2014. The aim of the thesis is to verify the applicability of theoretical foundations that operate at parliamentary level party systems. At the same time, the thesis analyses the election results, the characteristics of the political entities and identifying factors that party system operates. The theoretical part deals with the bases of public administration, with detailed characteristic of municipalities, political parties and party systems, including distribution to the local level and civic participation. The analytical part consists of characteristics selected municipality, socio-economic and demographic indicators, describing the political entities, analysis of election results for the reporting period and the approach of political participation of citizen in Říčany. In conclusion, an evaluation of the election period and the determination of the party system in conjunction with a comparison of theoretical knowledge.
Local Policy and Its Specifics: Case Study of Prague 16

Although a local policy is a necessary issue for a functioning of a democratic political system, it usually does not stand in the center of common interests. This paper deals with its functioning in Prague 16 where the Civic Democratic Party has won the municipal elections since 1994. The aim of this paper is to find the main factors which led to its winning in the municipal elections in 2014. The main text is divided into three chapters. The first theoretical one concerns with a theory of democracy, civil society and elite theory. The second one describes a creation of a local policy in Prague 16 - namely results of municipal elections since 1994, a way in which local political institutions have been created as well as political parties run for the last municipal elections in 2014. The third chapter deals with an analysis of election results and interviews made with local representatives and councilors.
